Illinois received $108 million under the Volkswagen Clean Air Act Civil Settlement, which allocates funds to states for improving air quality. In 2018, the state assigned the Illinois Environmental Protection Agency (IEPA) to delegate and redistribute these funds to increase air mitigation initiatives. At that time, IEPA did not invite public participation when determining how these funds would be distributed and issued a plan that would have supported fossil fuel technologies.
The Revised Beneficiary Mitigation Plan put out by the Pritzker Administration addresses many of the issues with the initial plan by dedicating all of the remaining funds to transportation electrification while providing opportunity for public input.
